What happened to the gas tax revenue that was supposed to go to building roads and bridges?

There is so much talk of the need to repair roads and bridges. We have a gas tax revenue that is supposed to be used for just that. With the cost of fuel in the recent months, there should be a surplus. Why is there such a need?

  1. It DOES go for highways and bridges. There just isn't enough--there are tens of thousands of miles of interstate, let alone other roads, plus thousands of bridges, many in disrepair.
  2. Roughly 40% goes to pork projects. parks, bike trails mass tranis, federal railroads to name a few. Then of coarse toll roads are taxes, taxing you twice for the same thing.
